National Security Advisor (NSA) Moeed Yusuf has said that the border fence on the Pakistan-Afghanistan border was removed by local people and that the Taliban regime of Kabul was not involved in the episode.

Yousaf on Thursday briefed the National Assembly’s Standing Committee on Foreign Affairs about the National Security Policy, which the government announced earlier this month.

The NSA said that anti-Pakistan terrorists have established their network in Afghanistan and the influence of the banned Tehreek-e-Taliban Pakistan (TTP) would not fade overnight. Pakistan and the TTP agreed on a ceasefire, but the TTP ended the agreement, he said.

Pakistan has seen a spike in terrorist attacks after the Taliban takeover of Kabul on August 15 and in recent months several videos have surfaced over the internet showing armed men removed border fence.

NSA Yusuf said that the National Security Policy would not work unless political parties and Parliament take its ownership. The federation and provinces need to take several steps, and ministries have a crucial role to play, he said adding that without being put into practice the policy was merely a document.

He said that governance is not part of the National Security Policy but it covers education, organized crimes and hybrid warfare.

Financial independence is also an essential part of the policy as foreign debt has a bearing on the country’s foreign policy, he said.

Committee Chairman Malik Muhammad Ehsanullah Tiwana said that implementation was a major issue but charting out a roadmap was in itself a positive step.

The NSA later tweeted that he “had a very productive discussion on NSP and Afghanistan” at the standing committee meeting.

He said that he was “grateful for the appreciation we received for our work from members of the Committee.”
